    3. Traditional methods:- Economic, Sustainable or POLITICAL levels of leakage need to be “managed”. Knowledge of water company assets. Measurement and identification of leakage. Cost of repairs of company assets (Opex) Cost of repairs to street furniture Cost of excavation in highway Cost of meter reading & billing Liaison with other organisations (refurbishment sites) Local Government has over Ł 40b to spend on Urban Regeneration. Work with Housing Associations (Winchester, Hampshire CC) Lead & Galvanised water service replacement programme.

Because Groundbreaker is above ground it is subject to potential freezing situations, which is why we had it tested independently by WRc to ensure compliance with WIS 4-37-01 (resistant to temps of -13C for 48 hours) It is therefore ESSENTIAL that the product is installed correctly, with an appropriate thickness of insulation (specified) being used for the installation. Failure to do so or to manage such installations could result in freezing and damage to apparatus. We suggest a water company to use either a Groundbreaker “approved” contractor to carry out an installation or to carry out an inspection under Water Regulations on each property using the system to ensure compliance with Water Regulation Guidance note R4.11
