Strategicdocuments Strategiesfromthemiddle of thelastdecadestillinforce • The strategy for the development of education 2007-2013 • It provided a basis for the objectives of the Human Capital Operational Programme • The National Development Strategy 2007-2015 • It highlights: • The important role of intellectual capital • The need to create conditions for the professional development for the most talented, creative and enterprising people • The need to reduce social exclusion and promote social integration

National ReformsProgramme Europe 2020 • AdoptedinApril 2011 • A basis for reporting to EC • National benchmarksrelated to ESL (4.5%) and HE attainment (45%) until 2020 • III. Integratedstrategies • 9 integratedstrategiesinstead of over 40 sectoralstrategies (e.g. innovativeness &effectiveness of theeconomy,human capital development, social capital development, regional development etc.) • Theyhavelosttheirsectoralcharacter • Education and trainingpresentinallstrategies – a matter of concern for policy-makers • They will be formallyadoptedinthe 1st quarter of 2012

  5. ET 2020-related reforms Strategic challenge 1: Making LLL and learner mobility a reality • 1. Lifelong learning strategy – the strategic document ‘Lifelong Learning Perspective’ • Was adopted in March 2011 by the European Committee of the Council of Ministers • Combines elements of 9 integrated strategies and is a guarantee of their cohesion • It emphasises that the aim of the educational policy is to prepare children and youth for lifelong learning, and to ensure that the level of adults’ qualifications and competences is suitable to the challenges of the 21st century • Will be submitted to the Council of Ministers for endorsement as soon as an implementation part is added (1st quarter of 2012)

  6. ET 2020-related reforms Strategic challenge 1: Making LLL and learner mobility a reality • 2. National Qualifications Framework (NQF) • Learning outcomes approach adopted in curricula for general education in 2009 • In HE Area the same approach adopted and NQF introduced in legislation in 2011 (Act „Law on Higher Education” Amendment of 18 March 2011) • In vocational education this approach adopted and introduced in legislation in August 2011, with implementation from September 2012

  7. ET 2020-related reforms Strategic challenge 2: Improving the quality and efficiency of provision and outcomes • 1. Curriculum reform in general education • Learning outcomes approach (i.e. the approach adopted in the EQF) • Core curriculum ensuring the acquisition of key competences by everyone • Core curriculum will serve as a set of examination standards (previously 2 regulatory documents were used: the core curriculum and standard examination requirements) • (Regulation of the Minister of National Education on the Core Curriculum • for Pre-School and General Education, December 2008)

  8. ET 2020-related reforms Strategic challenge 2: Improving the quality and efficiency of provision and outcomes • 2. Introducing changes in the pedagogical supervision system (quality assurance) • Identified and clearly defined 3 tasks: • Evaluation of educational activities of schools and institutions • Legal compliance auditing (assessing the compliance of schools’ educational, care-related and other statutory activities with the legislation) • Support for schools and teachers in their educational and care-related activities • (Regulation of the Minister of National Education of 7 October 2009 on pedagogical supervision)

  9. ET 2020-related reforms Strategic challenge 2: Improving the quality and efficiency of provision and outcomes • 3. Modernisation of  vocational education and training • Aimed at enabling easier acquisition and upgrading of vocational qualifications necessary on the labour market – better correlation of VET with the labour market • Modified classification of occupations used in vocational and continuing education • New core curriculum for VET - introduced on the learning outcomes basis • The adoption of a new approach to vocational qualifications in line with theEuropean Credit Transfer System for Vocational Education and Training (ECVET) • Modernisation of the examination system • Creation of opportunities for enhanced cooperation between VET institutions and enterprises • Will be implemented from 1 September 2012 • (Amendment to the School Education Act of 19 August 2011)

ET 2020-related reforms Strategic challenge 2: Improving the quality and efficiency of provision and outcomes • Harmonisation of the Polish Higher Education System with the solutions implemented in the EHEA • Redefinition of terms related tothe introduction of the National Qualifications Framework. Students will graduate with particular qualifications outlined within the NQF rather than professional titles, which will allow for the implementation of NQF • 2. More flexible educational offer including: • Introduction of a macro-field of study (central list of detailed fieldsof study abandoned) • Promotion of interdisciplinary degree programmes • Programme of study – learning outcomes approach • 3. The national list of teaching standards has been limited, only some standards (e.g. teacher training standards) remain in place. • (Amendment to the “Law on Higher Education” of 18 March 2011)

ET 2020-related reforms Strategic challenge 3: Promoting equity and active citizenship • Developing new forms of care for children up to 5 years (day childminders, nannies, nurseries, children’s clubs) • Lowering the age of entry to compulsory pre-school education to 5 years and ensuring wide participation in pre-school education • Introducing changes in schools aimed at the individualisation of the teaching and learning process, in particular for children with learning difficulaties and gifted pupils.

ET 2020-related reforms Strategic challenge 4: Enhancing innovation and creativity, including entrepreneurship, at all levels of education and training • Partnerships between HEIs and employers • Participation of employers in drafting programmes of study • Adapting the educational offer to the needs of the labour market • HEIs will offer practically oriented studies – focussed on learning outcomes – organised in cooperation with employers/enterprises • (Amendment to the “Law on Higher Education” of 18 March 2011)

  13. National reforms National reforms • Modernisation of the School Education Information System (SIO) • Replacing the currently dispersed organisation of data collection with a new organisation enabling the transfer of data directly to the SIO database • Individual schools are described in a uniform manner in a Register of Schools • It is possible to collect data on individual pupils and teachers, using the Personal Identification Number • (Act passed by the Parliament on 15 April 2011)
