  2. Federal activities per NCP Preparedness planning and coordination for response to a discharge of oil or release of hazardous substance; Notification and communications; and Response operations at the scene of a discharge or release. 300.105(b)

  4. Who serves on the RRT? Co-chaired by EPA and USCG (exception when RRT is activated). Same Federal agencies as on NRT (at least one member, at least one alternate). Participating States (at least one member and alternate). Tribal governments (may arrange for representation). Additional observers as arranged by members. 300.115(c) and (d)

  5. Standing RRT activities and duties Provide regional mechanism for development and coordination of preparedness activities to include and; Provide guidance to the Area Committees, as appropriate, to ensure inter-area consistency and consistency of individual ACPs with RCP and NCP. 300.115(a)

  6. Specific activities Recommend changes to the regional response organization as needed; Revise the RCP as needed; Evaluate the preparedness of the participating agencies; Evaluate the effectiveness of ACPs for federal response; and Provide technical assistance for preparedness to the response community 300.115(i)

  7. State specific Affected states are encouraged to participate actively in all RRT activities. States have same status as any federal member during activation. Representatives should keep the SERC apprised of RRT activities and coordinate activities with the SERC 300.115(h)

  8. State specific Each state governor is requested to: assign an office or agency to represent the state on the RRT; to designate representatives to…develop RCPs to plan for, make available, and coordinate state resources; And to serve as the point of contact for coordination of response with local government agencies 300.115(h)

  9. Activities relevant to this meeting Meet at least semi-annually to review response actions during the period, consider changes to the RCP and recommend changes to the ACPs. Evaluate regional and local responses to discharges or releases…and review OSC actions to ensure RCPs and ACPs are effective. 300.115(i) (1-11)
