  9. Power to Promise and Fulfill • “keeping them is great reward” - Ps 19:11 • A negative promise is not an“empty threat” (Deut 7:9,10; Rom 2:8,9; Gal 6:7,8) • God’s testimony is sure (Ps 19:7) • Promises associated with growth(1 Pet 2:2; Eph 4:15) and indifference (2 Thess 2:9-12; Prov 28:9)
