IPCC 2006 Guidelines for National Greenhouse Gas Inventories Simon Eggleston Technical Support Unit
New scientific and technical knowledge included. • Since 1996 we have a better understanding of sources • F gases • Non-Energy Product Uses of Fossil Fuels • All Defaults & Emission Factors Reviewed • Carbon Capture and Storage • Harvested Wood Products • Wetlands
Gases included • Carbon Dioxide CO2 • Methane CH4 • Nitrous Oxide N2O • Hydroflurocarbons HFC • Perflurocarbons PFC • Sulphur Hexaflouride SF6 • Nitrogen Trifluoride NF3 • Trifluoromethyl Sulphur Pentafluoride SF5CF3 • Ethers and Halogenated Ethers (e.g., HFE-7200, H-Galden 1040x, HG-10, HG-01)
New Sources • Carbon Capture and Storage • Closed Coal Mines • Lead and zinc production, • Titanium dioxide production, • Various sources of SF6 (Accelerators, etc), • Liquid crystal display (LCD) manufacturing • Settlements
Emissions from Carbon capture and storage • Carbon captured subtracted from source emissions • Captured CO2 should be metered and subtracted from emission. • Emissions from leakage where they occur (pipelines, transport, storage and injection) • Estimated based on industrial experience • Estimates of leakage from geological storage sites. • Based on site investigation, models and measurements
Harvested Wood Products (HWP) • UNFCCC has not decided accounting approach • So IPCC cannot prefer one “accounting” approach over another • HOWEVER – underlying each accounting approach are some parameters that can be estimated • Methodologies to estimate these parameters are given • How these parameters are combined to form all accounting methods is given • Default methodology for estimating all these parameters – based on FAO data with default variables is suitable for all counties – country specific data will improve estimates
Handling of precursors clarified (SO2, NOx, CO and NMVOC) • Will not give guidance for the indirect greenhouse gases • Will refer to other existing guidance • EMEP/CORINAIR Guidebook • May need to use these for some indirect emissions • Only estimate these if inventories already exist
