The Oil Pollution Act of 1990 Name: Oil Pollution Act (OPA) Draft Year: 1990 Amendment Years: 2010 (the Consolidated Land, Energy and Aquatic Resources Act) International/National: National policy Function:The Oil Pollution Act strengthened EPA’s ability to prevent and respond to catastrophic oil spills. It established a trust fund (financed by a tax on oil) to clean up spills when the responsible party is incapable of doing so. The OPA also requires oil storage facilities and vessels to submit to the Federal government their plans on dealing with large discharges. Furthermore, it requires the development of Area Contingency Plans to prepare and plan for oil spill responses. Environmental Issues Affected: Extraction of petroleum and the health of the ocean.

  2. The Oil Pollution Act of 1990 Agency Responsible for Regulations and Enforcements: The Coast Guard National Response Center serves as the national point of contact for reporting oil discharge. Enforcements for OPA includes administrative cleanup orders and/or judicial action for court enforced clean up activities, enforcement of cleanup orders, and recovery of cleanup costs expended by the government.
