SB 2 (Charter Applications) • Expand criteria to include • Capacity to carry out the responsibilities • Likelihood of success • Commissioner shall give priorities to applications that propose to be located in the attendance zone of a school district campus assigned an unacceptable performance rating for the two preceding school years
SB 2 (Notice of Approval) • Specify academic, operational, and financial performance expectations for evaluation • Standards for evaluation to determine renewal, denial of renewal, expiration, revocation, or other interventions • The Commissioner is to establish a performance framework for charters with an annual report • The performance framework cannot be the basis for renewal or revocation of a charter
SB 2 (Renewal; Denial; Expiration) • Provides specificity around the process for renewal; denial of renewal and expiration of charters • Includes performance rating considerations for 2009-2010; 2010-2011; 2012-2013 • Revocation of a charter may be based on unacceptable performance for three consecutive years
