Who needs good statistics? • Good quality national statistics are needed to “manage for results” • Developing countries― manage their poverty reduction & development strategies and report progress to their citizens • Development partners― increase the effectiveness of their aid programs • Researchers—analysis for impartial intellectual input to policy making • Civil society― increase accountability of public agencies • The private sector‒ plan investments and make markets work 3
Why statistical capacity building? • Raise the profile of statistical offices • Increases awareness of good statistical practices and international standards • Global public good 4
Indicators of statistical capacity • Statistical practice • Base years of national accounts, prices, accounting concepts used, IMF GDDS or SDDS framework • Collection • Periodicity of census, surveys, completeness of administrative data • Availability • MDG indicators, other national priority indicators 5

Improving national statistics The Marrakech Action Plan for Statistics (MAPS) • Addressing national needs • Promote strategic planning of statistical systems • Prepare for the 2010 census round • Increase financing for statistical capacity building • Addressing international responsibilities • Set up an international household survey network • Undertake urgent improvements needed for MDG monitoring by 2005 • Increase accountability for international statistical system 8
Promote strategic planning andincrease financing • WB supports preparation of National Strategies for the Development of Statistics (NSDS) through Paris21 and the Trust Fund for Statistical Capacity Building (TFSCB). • Goal—all low-income countries to have NSDS by 2006, where appropriate 9
Promote strategic planning andincrease financing (continued) Trust Fund for Statistical Capacity Building (TFSCB)—mainly to fund NSDS STATCAP—A new lending program to support more efficient and effective statistical systems in developing countries--STATCAP operational in March 2004—approved loans to Burkina Faso ($10 million) and Ukraine ($32 million); Kenya under negotiation WB ICT projects—component to strengthen ICT statistical capabilities 10

International Household Survey Network • Coordination of survey planning—web-based information system on planned surveys • Harmonization of concepts and methods—harmonize or develop new questionnaire modules • IHSN central survey catalogue—WB to host & maintain • Survey Data Dissemination Toolkit & Handbook—Paris21’s “How to” notes & OECD “Handbook on metadata reporting…” • IHSN website—”under construction” at www.surveynetwork.org 12
Conclusion -- WB support and funding for Statistical Capacity Building • Technical and financial support, through the Trust Fund for Statistical Capacity Building (TFSCB) for the preparation of National Strategies for the Development of Statistics (NSDS) • Investment (through STATCAP) in comprehensive or sectoral national statistical capacity building projects • ICT projects can also include components to strengthen capacity in ICT statistics compilation • International Household Survey Network to coordinate surveys and harmonize concepts and methods 13
