In a Commission of Strategic Development meeting Subject: Vouchers to stimulate consumption Someone said, “The government should give vouchers to citizens to stimulate consumption” I said, “I don’t think it works. Firstly, the economic downturn would last at least 18 months, one off measures of such a small scale would hardly make any impact. Secondly, if financial outlook is bleak, people would simply use the vouchers to substitute their own spending. This will not increase their spending and thus such measure will have no impact on the aggregate demand. Job creation programmes would be far more effective. Even loan programmes for people unemployed and yet not eligible for CSSA can help them release their financial hardship and reduce the negative impact of unemployment on aggregate demand. ” M.Soc.Sc. in Social Service Management
(meeting continue….) Subject: negative income tax. Someone said, “we should introduce negative income tax program instead of minimum wage” I said, “While I am supportive of negative income tax or income supplement programmes. However, in all countries having income supplement programmes, they already have a minimum wage programme. Without a minimum wage programme, income supplement programme is not a subsidy to employees, it will simply a subsidy to employers.” M.Soc.Sc. in Social Service Management
(In the same meeting, people asked: “Why should we subsidize someone living in Yuen Long seeking work in YTM, while we do not subsidize those living in YTM and seeking work in Yuen Long? Is it fair?” I said, “In YTM, every economically active person there is 2.4 jobs. In Yuen Long, there is only 0.46 jobs. The number of jobs per person accounts for 30% of the variation in unemployment rate across districts.” M.Soc.Sc. in Social Service Management

In another MC meeting of an NGO: Subject: MPF for non-snapshot staff I said, “I support to provide non-snapshot staff 10% MPF employer’s contribution after 10 years of employment. The 6.8% provision in LSG for MPF is calculated on the basis of the average employer contribution under existing 5%-10%-15% schemes. It will be definitely enough if the agency goes for a 5%-10% scheme. It is simply ridiculously conservative if we simply provides a 5% MPF scheme, under which we will be forever accumulated unusable funds in the MPF reserve.” M.Soc.Sc. in Social Service Management
