  4. eMS – What is it?Mission Focused • Environmental management must NOT be an obstacle to Mission, it must be an Enabler • Enabling and Sustaining our Mission is a primary goal within all elements of our eMS • Sustainability is our goal, eMS is the tool we use to get there! • Environmental activities that represent obstacles to Mission are unacceptable • Prioritization of resources and proper planning is key to a Mission-Focused eMS

Why is ISO 14001 Important to the ARNG? • It’s the Framework for our eMS • NEW Executive Order 13423: “Strengthening Federal Environmental, Energy, and Transportation Management” • Issued by President Bush on 01/24/07 • Requires government to apply tenets of ISO 14001, set & achieve Objectives and Targets for environmental, energy and transportation

What is ISO 14001? • A standardized system for environmental Management • A tool for achieving Sustainability • Focused on Mission • Focused on Pollution Prevention • Internationally developed • Based on the simple Plan, Do, Check, Act process • Proactive not reactive • Focused on Continuous Improvement

  8. eMS – Why do we WANT to do it? • Benefits to Mission (Training, Equipping, Supporting, Sustaining) • Strengthen Community relationships • Tool for achieving Sustainability • Potential regulatory flexibility

  9. eMS – Does this mean extra work? • NO! • AZARNG is already implementing eMS (it’s the way we do business!) • Documentation of existing programs, policies, and procedures • Audit to a new standard (ISO 14001) • Will use EPAS as auditing tool

What are ISO 14001 and E.O. 13423? • ISO 14001 is an international standard for effective environmental management systems used by businesses around the world for implementing business practices • EO 13423 is an Executive Order for : “Strengthening Federal Environmental, Energy, and Transportation Management”: • Issued by President Bush on 1/24/07 • Requires federal agencies to apply tenets of ISO 14001, as well as to set and achieve objectives and targets for environmental, energy and transportation efficiency

  12. Army/ARNG Metrics • Initial Six metrics for establishing an eMS • Issue eMS policy statement • Conduct eMS self assessment • Establish eMS implementation plan • Create prioritized list of aspects • Develop eMS awareness training • Conduct eMS management review

New (Proposed) eMS Metrics • Metric 1 - Environmental Aspects • Metric 2 – Objectives, Targets, and Programmes • Metric 3 – EMS Audit Procedures • Metric 4 – Management Review • Metric 5 – Contractors, Suppliers, and Tenants • Metric 6 – Environmental Training Procedures • Metric 7 – Operational Controls (SOPs) • Conformance with 5 of the 7 metrics by 30 Sept 2007 • Conformance with 7 of the metrics by 30 Sept 2008 • Full conformance with all 7 metrics along with a self- declaration of conformance to ISO 140001 by 30 Sept 2009.

  14. eMS - Environmental Policy • AZARNG has one Environmental Policy: • Has been reviewed and revised • Is on AZARNG website & is also a public document • Establishes our requirements & meets ISO 14001 • Commitments to Pollution Prevention and Continuous Improvement • Sustain Readiness, Enhance Training, Improve Quality of Life, Strengthen Community relationships

  15. Self Assessment • Reviewed our existing business practices • Compiled list of environmental aspects and impacts (input/output list) • Identified gaps in information and subsequent management of impacts

  16. Prioritized List • Reviewed list of aspects and impacts • Conducted analysis of all aspects and impacts in light of: • Frequency/ Likelihood • Severity • Scale • Legal /Regulatory • Stakeholder Concern

  17. eMS Targets and Objectives • Objective = Overall environmental goal, consistent with Environmental Policy • Target = Performance requirement that is clear, specific, measurable, realistic and meaningful & needs to be set and met in order to achieve the Objective

  18. eMS goals in Strategic Plan • AZARNG formulated Long-term and short-term goals to get from where we started to move forward to achieving conformance with the ISO 14001 standard • This is a Work in Progress – “Continual Improvement” and we need Your help!

  19. AZARNG Objectives & Targets • Reduce Energy Usage by 10% (based on kilowatt hours –kWh) by 2009 • GOAL: 10% reduction • Increase energy conservation awareness across the Arizona Army National Guard

  20. AZARNG Objectives & Targets • Reduce water usage by 10% by 2009 • GOAL: 10% reduction • Installation of new water efficient fixtures, increase water conservation awareness across the Arizona Army National Guard

  21. AZARNG Objectives & Targets • Improve recycling program • GOAL: Increase recyclables by 5% year end 2007 and 5% year end 2008 • Contract with vendor to increase product and amount recycled. Improve recycling awareness across the Arizona Army National Guard
