INTRODUCTION What is GENDER? • It is the socially constructed roles, tasks, rights, behaviours, expectations and duties ascribed to women and men at a particular time and place. • Categorization of roles are based on social process and not necessarily to biological differences. • Who are the VULNERABLES? • Vulnerables are group of people who are weak and hopeless • could also be those whose voice ordinarily are not heard • cannot access community social and environmental resources • discriminated against based on resource use in the community. • Vary from one community to the other e.g. Poor widow/widower, physically challenged, People Living With HIV/AIDs, Aged, Orphans, Minorities etc.

Step 1 in Implementation Process • Allow GVG to participate in planning process with the entire community • Let them understand various activities • Ensuring their inclusion in decision – making • Taking care of their interests in project planning • Give them roles to play • The GVG in procurement sub-committee should be allowed to function effectively

Step 2 in Implementation Process • Community should execute projects to benefit GVG such as ramp at the entrance of health centres, schools and separate VIP toilets for male and female • Appreciate them for the roles they play • Pay them as other community people when need arises • Allow GVG among the cpmc and sub-committees to function effectively • Let them have equal opportunities with others.

  5. Step 3 in Implementation Process • Let the GVGs participate in supervision, monitoring and evaluation • They can be part of monitoring and evaluation committee. • Let them aware of project progress and value their contribution

  6. GVG Suggested Plan • A number of problems have been envisaged to affect the performance of women during project implementation such as constraints arising from conflicting roles. However, women can participate actively if they were aware of the time for every task so that they can plantheir time in the following way:

  7. Prioritizing what the woman herself should do and what delegated to others. • Being assertive. • Planning their activities in advance and adhering to the plan. • Soliciting the help and negotiate time with husbands and other family members.

  8. Project Completion • GVG should be allowed to participate in the decision making on benefit sharing. • Ensure accessibility of GVGs to the project. • Ensure projects are constructed to meet GVG specification. • Allow elected GVG members in operation and maintenance sub-committee to function effectively. • Adopt fee waivers for chronic poor vulnerable.
