  9. Rail: Environmental Credentials • Less emissions than road and aviation • Energy efficient compared to other modes • Less noise than aviation or road • Less land take than roads

Discussion Paper Focuses on: • Low priority issues, often local issues • Suggests regulation without identifying the problem • Does not give the industry the opportunity to address the “problem” itself • Does not recognise the different environmental issues for different aspects of the industry, eg

  15. Discussion Paper – Possible Outcomes Harmonise existing regulation to be: • Consistent across States/Territories • Consistent between modes • Affordable and not result in modal distortion • Make a real difference

  16. Options for the LTEC Work Program Focus on how to use the levers available to improve the overall environmental outcome for transport (freight and passengers) such as: • Pricing • Investment • Cultural change • Safety & social regulation • Urban Planning
