Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Certain organisms noxious to plants are regulated on national level to control their occurrence and to establish eradication rules. These organisms are referred to as quarantine organisms.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Quarantine organisms – are organisms considered to be harmful to plants; their harmfulness is established based on different criteria / factors. • Harmfulness criteria of quarantine organisms: • not widespread, • significant (potential) crop damage, • rapid, uncontrolled spread, • lack of effective control methods.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Principles of national plant health supervision measures are based on International Plant Protection Convention (IPPC), signed in Rome in 1951 • The Convention is managed by Commission on Phytosanitary Measures (CPM) • The Convention was signed by 173 countries (including all EU Member States and the European Commission) – Poland joined on 29.05.1996; the binding text was adopted by way of Governmental Declaration of 22.08.2006 (OJ PL of 2007, no. 73, item 485).

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • The following organisations operate under the Convention: • Regional Plant Protection Organisations, including: • European – European and Mediterranean Plant Protection Organisation (EPPO), • national (in Poland)– State Plant Health and Seed Inspection service (Inspekcja Ochrony Roślin i Nasiennictwa - PIORiN), • In the European Union – Directorate General for Health and Consumer Policy (DG SANCO).

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Rules of inspection and procedures in case of occurrence or suspected occurrence of quarantine organisms are strictly regulated by the EU (and national) law and must comply with international standards laid down by regional organisations and/or Commission on Phytosanitary Measures (CPM, IPPC).

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Some time ago concerns were raised by the so-called invasive alien species (IAS), that may be harmful to natural environment (not only to plants) and cause potential economic and social damage. • Invasive species theme is treated as part of environmental protection rules due to possible negative impact on biodiversity.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Works on issues related to invasive alien species are conducted under: • Biodiversity Convention (OJ PL of 2002, no. 184, item 1532) – ratified by Poland in 1996, and • Convention on the Conservation of European Wildlife and Natural Habitats(Bern Convention) (OJ PL of 1996, no. 58, item 263 and 264) – ratified by Poland in1996.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • In Poland Regulation of the Minister of Environment on alien plant and animal species that, when released to natural environment, may threaten indigenous species or natural habitats is being drafted; it follows delegation laid down in Article 120, point 2f of the Act of 16 April 2004 on nature protection (OJ PL of 2009, no. 151, item 1220 with subsequent changes)

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Quarantine organisms are strictly regulated by law, including: • list of regulated quarantine organisms (insects, mites, nematodes, bacteria, fungi, viruses, virus-like organisms and parasitic plants), • list of plants subjected to measures • scope of control measures • scope of eradication measures. Basic EU legal act– Council Directive 2000/29/EC

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate The authority responsible for supervising the control and prevention of spreading of quarantine organisms in Poland is The State Plant Health and Seed Inspection Service (PIORiN).

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Under respective laws (Act of 18 December 2003 on plant protection and the accompanying executive acts) PIORiN is responsible for official inspections to: • detect occurrence of quarantine organisms, • monitor phytosanitary status of the country, • check on eradication measures, • issue respective phytosanitary documents (to certify that plants, plant products and other objects are free from quarantine organisms).

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Official inspections are carried out: • in places of production of plants, plant products and other objects, • during storage and marketing, • at purchasers’ premises, • during movement, • anywhere in the country – to establish phytosanitary status of the country.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Official inspections are carried out: • regularly, in case of registered operators, • at random in other places, • may be targeted (when a phytosanitary risk was found) • may be part of a monitoring exercise – to establish / confirm the phytosanitary status of the country.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • Quarantine organisms inspection / detection methods: • visual surveys of plants – the basic method; • taking samples and laboratory testing: • in cases set out by phytosanitary requirements and GIORiN guidelines, • in latent infection cases, • always in case of suspicion; • pheromone traps and sticky traps.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • For example, in 2010, PIORiN inspectors: • carried out 120 030 visual surveys of plants to check occurrence of quarantine organisms and • took 159 151 samples for laboratory testing; • 15 types of quarantine organisms were found in 1011 places of production, including: • Clavibactermichiganensis ssp. sepedonicus – 817, • Diabroticavirgifera – 64, • Globoderarostochienis – 53.

Integration of invasive alien species, that threaten the biodiversity, into the Polish Plant Health Regime The State Plant Health and Seed Inspection Service - Main Inspectorate • In case of finding or suspected occurrence of a quarantine organism the following details are established: • source of contamination, • contaminated or suspected plants, plant products and other objects, • occurrence and/or possible spread, • probable contamination, • zones where measures will be applied, • ways of handling contaminated and/or suspected material (e.g. crop rotation, prohibition to plant, obligatory eradication measures).
