What is working? • Dramatic growth of CSO engagement • Significant examples of impacts • At the core is dedicated capacity to budget analysis and advocacy Why has it worked? • Powerful analytic/advocacy tool • Core contribution to major social issues and active citizenship • But, it is not a quick fix 1st 10 years were application – 2nd 10 years are effectiveness

  3. What are the challenges? • Accessing information • Anchoring budget advocacy in broader civil society • Tackling budget execution • Activating an oversight coalition • Collecting evidence

  4. What is promising? • Linking access to info, budget monitoring and advocacy, broad citizen participation and oversight strengthening ---- • Off-budget: IBASE and BNDES • Budget execution: CSCQBE; INESC • Auditing: CCAGG, PSAM • Procurement: PWI, G-Watch • Artist and entertainment community

  5. What are the limits? • Budgets are a necessary condition for T and A • But, there are several other necessary conditions • Don’t leave budget work to budget groups • Bring together national and sub-national efforts
