  1. Closed Loop Overview • Closed Loop is a cross-Government initiative led by HMRC on behalf of the Crown Commercial Service. It aims to create both economic and environmental benefits by recycling Government waste paper into paper products. • Closed Loop securely collects and destroys Government white paper waste, including confidential and secret. The waste is then pulped and recycled into Closed Loop copier paper and provided back to Government as a competitive, quality end product. • Historically Closed loop has produced A4 copier paper, A3 was introduced in November 2013 and an additional 19 other paper products are available from January 2014. • Closed Loop is part of the Government Office Supplies Contract (GOSC) • Banner are currently the Closed Loop supplier. 1

  3. Benefits SECURITY – The process is fully auditable and compliant with Cabinet Office security guidelines ENVIRONMENTAL – All recovered waste paper is recycled, significantly reducing natural resource consumption and carbon footprint COMMERCIAL– In a volatile paper market, providing the raw materials stabilises and reduces the price of the end product UK ECONOMY – The optimisation of Government waste paper has the potential to impact the Growth agenda by triggering investment in a recycling facility / Mill. Creating additional employment opportunities for individuals and SMEs 3

  4. Waste - Security Waste is shredded either on or off site by a multi-edged cross cut method that is compliant to BS EN 15713 guidelines. In-between collections, documents are secured in lockable containers. A Waste Transfer Note is provided when the waste is collected from site A Certificate of Destruction is provided post shredding, to confirm that all documents have been completely destroyed and also to confirm compliance under the Data Protection Act 1998. Drivers are uniformed, security cleared to BS 7858, carry photographic ID and documents are never left unattended. All employees sign a Deed of Confidentiality. 4

  5. Paper – Environmental & Quality • Closed Loop paper is compliant with Government Buying Standards for recycled copier paper and is compliant to DIN 6738 which guarantees the paper for performance with a life expectancy of at least 100 years. • It is Blue Angel and Nordic Swan accredited and it also complies with the latest EC Ecolable guidelines of 2009 for copying and graphic papers (Reg EC No: 66/2010). • Closed Loop has saved an estimated 200,000 trees since the start of the contract in September 2011 and continues to save 17 mature trees per 1 tonne when compared to virgin paper, produced from pulped wood. • Closed Loop paper uses: •  50% less water (and to date 10 million litres of water saved, equivalent to four Olympic sized swimming pools); • 60% less energy (and to date 78 million KWH of electricity saved, enough to power over 23,000 homes for a year) • 70% less air pollution (diverting waste paper away from entering landfill has also saved nearly 19,000 cubic metres of landfill space, helping to reduce methane gas emissions). • Pulp for Closed Loop paper is produced without the use of any chemicals or bleach. Waste created from the pulping process is used as an energy source for the Mill. Lorries are back filled to reduce the carbon footprint. 5
