  1. Episode 3 / CAATS II joint dissemination event Gaming Techniques Episode 3 - CAATS II Final Dissemination Event Patricia López Aena Episode 3 Brussels, 13 & 14 Oct 2009

  2. Overview • What is Gaming? • What is this technique useful for? • Usefulness & Weaknesses • Supporting means to play • Application to concept validation • Using Expert Groups in Gaming • EP3 Gaming Exercises • WP3.3.3 Airspace Organization &Mgmt Example • Recommendations on gaming techniques Episode 3 - CAATS II Final Dissemination Event

  3. What is Gaming? • Gaming Technique: • Human in the loop activity applicable to simulate decision making processes; • Experts are ‘around a table’ playing different roles as they were living real processes (AOCs, Pilots, AMC, Network Manager,...); • Every role has a particular scope, objectives and strategies during the process; • Scenario running in real-time (or even slow time); • Promoting non-routine thinking, thus enabling out-of-the-box thinking. Episode 3 - CAATS II Final Dissemination Event

  4. Gaming is … … Goodfor … • Clarification of the concept; • Qualitative assessment of processesfeasibility: • detection of bottlenecks and shortcomings; • Clarification on roles and responsibilities: • E.g. gaps and overlapping; • Identification of solutions to fix the showstoppers; • Identification of the information flows among actors; • Exploration on supporting tools requirements. … Badfor … • Quantitative assessment; • Limitations: • Without an adequate guidance the Gaming session may turn into an Expert Group; • Results obtained during the game are dependant on the participants (expertise) and platform limitations.

  5. Supporting means to play (1/3) • Two different gaming approaches: • Paper-based game; • SW Platform-based: • DARTIS; ACCES; • CHILL.

  6. Supporting means to play (2/3) • Paper based • Conducted by the game master with the use of cards, tokens and predefined indicators (delays, extra flight time, fuel consumption,…). • The actors participation can be done through the web.

  7. Supporting means to play (3/3) • SW Platform based • A software platform where different actors can work together, exchange ATM data and share information.

  8. Paper based vs SW Platform based • SW Platform based • Illustration of 2020 concept providing realism on environment, process and actors performances; • It provides indicators in real time to support the decision making; • Potential link to other techniques for performance assessment objectives (the platform stores data); • Actors behaviours models may be plugged into the platform. • Paper based • Cheap effective mean for definition and clarification of concept and processes; • Suitable for early stages of concept maturity; • Recommended for getting familiar with the technique; • Lays foundations for further investigations, i.e. focusing the scope of the platform-based sessions.

  9. Addressing the Concept Validation • Concept lifecycle Concept clarification and operationalfeasibility of processes Paper-based Platform-based • Concept layered phases: • All phases can be covered by gaming (Planning and Execution Phases). • In case of Short term and Execution phases, time pressure is a constraint factor for decision making in the real processes. • Suitable for clarification on components of the concept better than for global concept.

  10. Use of Expert Groups in Gaming EXPERT GROUPS • Participation during sessions; • Process refinement • Assumptions Consolidation • Validation Scenarios Design Paperbased GAMING Platform based GAMING ResultsConsolidation • Expert Groups should be combined with gaming sessions as good practice to promote non-routine thinking; • The actors should combine: • Hands-on knowledge on operational aspects ; • Detailed knowledge on SESAR concept; • Representatives from all relevant stakeholders.

  11. EP3 Gaming Exercises • Collaborative Planning Phases: • Network Planning • WP3.3.2 Business Trayectory Management and Dynamic DCB • WP3.3.3 Airspace Organization and Management • Collaborative Airport Planning (WP3.3.4) • En-route Phase: • Queue, Trajectory and Separation Management (WP4.3.3) Episode 3 - CAATS II Final Dissemination Event

  12. WP3.3.3 Airspace Organization and Management: Example WP3.3.1 EXPERT GROUP: Judgement and participation during sessions • Paper based • Initial findings for clarification on AFUA Concept: • Initial sequence of the process and alternatives; • New Role functions and Responsibilities; • Identification of supporting tools capabilities. Episode 3 - CAATS II Final Dissemination Event CHILL Platform based Refinement of initial findings from paper-based • Key Findings: • New responsibilities of the actors involved in the process; • Need of pre-defined indicators for making decisions during negotiation; • Keep the civil and militaries in the loop during all process; • ... ...

  13. Recommendations on Gaming (1/2) • Clear definition of the scope of the gaming session; • The degrees of freedom of roles during the gaming are constrained by the level of maturity of the topic to deal with; • Game Master is the key driver of the game to ensure the rules and objectives accomplishment; • Training of the actors/players on the gaming technique and tools is essential before starting the sessions; • The execution process should be iterative: • The conclusions obtained from an exercise should feed the following one. Episode 3 - CAATS II Final Dissemination Event

  14. Recommendations on Gaming (2/2) • Start the games just using cards to get familiar with the gaming technique by itself and the process to be analysed; • Use the gaming paper-based for early stages of concept maturity and later gaming platform based; • Develop actors behaviours models to be plugged into the platforms to emulate roles; • Repeat same games with different groups of actors in order to identify potential diverse interpretations; • Explore definition of quantitative indicators to check feasibility of processes.
