Overview and background information (Terms of reference of Technical Commissions) WMO • EC-LXII (2009) had already recommended to Congress approval of: • one from the Meeting of the Presidents of Technical Commissions concerning the general terms of reference of the technical commissions • Joint Commission for Oceanography and Marine Meteorology (JCOMM) • Commission for Atmospheric Sciences (CAS) • Commission for Aeronautical Meteorology (CAeM) • Commission for Climatology (CCl) • To be considered by Congress: • Commission for Agricultural Meteorology (CAgM) (see also agenda item 4.2) • Commission for Instruments and Methods of Observation (CIMO) (see also agenda item 3.1) • Commission for Basic Systems (CBS) (see also agenda item (11.4) Doc 10.3, General Regulations 3
Overview and background information (Election by correspondence of EC acting member) WMO • Elements of context: • A vacant seat in the EC has to be filled by a representative of the same Region • When such elections take place at a session of EC, the President of the Regional Association concerned used to consult the other WMO Members of the Region to look for candidates, and if circumstances have not permitted, consults with the other EC members of the Region, and seek for approval on the name(s) to be presented at EC. • Whether there exists an agreement or not in the Region, the other Regions used not to interfere. • The idea is to know as soon as possible in the process if the President of the Region has succeeded in proposing candidate(s) who get the approval of the Members of the Region. REGULATION 91 When it is decided to hold elections by correspondence, the Secretary-General shall invite those entitled to vote to nominate in advance eligible candidates for the office or place to be filled. The president who requested the election shall decide on the duration of the period, which shall not be less than 30 days, during which nominations of candidates will be received. REGULATION 92 Before proceeding with the election, the Secretary-General shall ascertain that each person whose name has been submitted is eligible for the office or place to be filled and is willing to be included among the candidates for election. For this purpose, a period of 20 days shall be allocated, after which he shall establish the final list of candidates. When the list of candidates contains only one name, this candidate shall be declared elected. Doc 10.3, General Regulations 4
Proposed decisions / guidance WMO Congress XVI is invited to: • Approve Draft Resolution 10.3/2 on Terms of reference of Technical Commissions, to include the Terms of Reference recommended by their sessions, both those already recommended by EC as well as those presented directly to Congress to be included in the Annex III of the General Regulations • Note favourably that there would be some interest and benefit if priority to designate candidate(s) should be given to the EC members of the Region in which replacement should occurred Doc 10.3, General Regulations 5
