History • Lack of formalized programs in the law enforcement community in Florida that offer enhanced training and knowledge of law enforcement analysis techniques and innovations in law enforcement analysis • Goal of creating the Florida Law Enforcement Analyst Academy was to establish and provide a uniform training curriculum for the area of law enforcement intelligence analysis • Enhanced the area of law enforcement analysis by providing analysts with the specialized set of skills needed to provide law enforcement and other emergency responders with the information and intelligence needed to successfully prevent crime and conduct complex investigations • Establishment of this analyst academy confirms a career path in investigations for non-sworn personnel in law enforcement Florida Department of Law Enforcement

Definition “Law Enforcement Analyst” means any person who is employed or contracted by any municipality or the state or any political subdivision thereof; whose primary responsibility is to collect, analyze and disseminate data to support, enhance, and direct law enforcement missions. Their efforts are directed at identifying criminal subjects, organizations, activities, events and/or forecasting future crime occurrences utilizing analytical techniques. This definition includes all law enforcement analysts who provide strategic, operational, investigative, intelligence and crime analysis. Florida Department of Law Enforcement

Analyst Academy Program • Developed to establish and provide a uniform training curriculum for the area of law enforcement intelligence analysis with a specific emphasis on counter-terrorism intelligence, collection, analysis and dissemination • Goal of creating the Florida Law Enforcement Analyst Academy was to establish and provide a uniform training curriculum for the area of law enforcement intelligence analysis • Students are taught skills and given opportunity to practice and apply these skills in the area of investigative and intelligence analysis • Establishment of this analyst academy confirms a career path in investigations for non-sworn personnel in law enforcement Florida Department of Law Enforcement

Where We Are… • To date, twenty-one academies have been delivered and over 500 students have graduated to become certified law enforcement analysts in Florida • The Charter Class began in June 2003 and Class 21 finished June 2013 • Over 220 different agencies have been represented since inception including federal and out of state law enforcement agencies Florida Department of Law Enforcement

Academy Curriculum • Curriculum for the academy covers a wide range of topics, all inclusive of the many law enforcement analyst functions in most agencies including crime analysis, intelligence analysis, investigative analysis, and management/statistical analysis. • 6 week program – meets one week a month for six months; offered twice per year • Grading • 20% Quizzes • 20% Assignments • 30% Written Strategic Assessment/Individual Presentation • 25% written product and 5% oral brief • 15% Group Case Work/Presentations • 15% Final Examination Florida Department of Law Enforcement

Florida Law EnforcementAnalyst Training I • In 2004, FDLE developed a 40-hour Florida Basic Analyst Training (FBAT) course. • Course was designed to train newly and recently hired analysts in the field of law enforcement analysis. • Offers instruction blocks that lay the groundwork for their career in criminal or intelligence analysis. • Recently re-designed into a 28 hour course now known as FLEAT I. FLEAT I Curriculum • 4 day course offered approximately 4 times per year • Introduction • Intelligence 101 • Role of the Analyst • Intelligence Cycle • Intelligence Analysis as a Thought Process • Data Sources, Interpretation and Validation • Introduction to Analysis • Utilizing Microsoft™Excel™ as an Analytical Tool • Excel™ Skills Assessment Tool Florida Department of Law Enforcement

Florida Law EnforcementAnalyst Training II • During 2005, FDLE developed a new course Computer Applications and Analytical Techniques (CAAT) which was a 40-hour course designed to train analysts in using computer applications to conduct investigative analysis. • Recently re-designed into a 28-hour course now known as FLEAT II. • The FLEAT I and FLEAT II courses serve as training "stepping stones" and are required to be completed prior to attendance in the Academy. FLEAT II Curriculum • 4 day course offered approximately 4 times per year • Introduction to Analytical Techniques • Uniform Crime Reporting • Survey Development and Analysis • Skills Assessment Review (Excel) • Utilizing Access™ as an Analytical Tool • Crime Pattern Analysis • Utilizing Geographic Mapping • Enhancing Presentation Skills • Disseminating Law Enforcement Information Utilizing Word™ Florida Department of Law Enforcement

  17. Where We Are… • FLEAT I/FLEAT II • The first 2 classes were offered in 2005 • To date, over 700 students have attended FLEAT I; over 600 students have attended FLEAT II • Over 170 different agencies represented Florida Department of Law Enforcement
