  1. IndianaMap for Economic Development It’s statewide, it’s regional, it’s local… it’s yours!

  2. Introduction • The IndianaMap is critical map-data layers – the DATA FRAMEWORK • It is packaged with free software and a wealth of additional data (or you can use your own GIS software) • Here are examples of how GIS and the IndianaMap are used for economic development

  3. The New Business Pages Indianapolis needed an effective way to maintain and disseminate information about commercial and industrial properties that are available for sale or lease. The Indianapolis Economic Development Portal is a state-of-the-art tool to attract business, bring buyers and sellers together, and inform everyone about the many amenities of Indianapolis.

  4. Evolving Economies The Town of Chesterton is located in Northwest Indiana, and is the third largest community in Porter County. For years, the steel industry was Chesterton's primary economic base. With the recent collapse and resurgence of the industry, however, the Town was forced to take a closer look at the structure of the local economy. Using GIS as a tool in the development packages helps Chesterton successfully compete for economic growth on a global level.

  5. Conservation & Quality of Life Attracting new business and growing Indiana's economy rely on improving our quality of life, natural habitat and recreation opportunities. Indiana Biodiversity Initiative developed a single common source of information is available to everyone Improved quality of life attracts business, grows the economy and staunches "brain drain"

  6. Big Man on Campus As a Fortune 500 company, Eli Lilly is faced with the daily task of managing millions of assets, as well as planning for the future. To manage and maintain these assets, Lilly uses GIS to incorporate digital construction documents and surveys, and support 3D modeling and other map data. It has come to play an essential role in coordinating hundreds of design projects and successful tracking of $1.5 billion in city and private infrastructure improvements

  7. Attracting the Big Retailers The City of Hammond wanted to persuade Wal-Mart to locate a new store in the community. Using GIS, Hammond Economic Development staff created vicinity maps that analyzed driving distances to existing Wal-Mart stores and community demographics. Hammond successfully made a case for an additional store by demonstrating the need for a closer, more convenient location.

  8. Managing the Boom All local governments struggle with managing information about their communities. Finding ways to analyze, update and maintain data can be vital to fast-growing communities like Avon, Indiana. Town officials can see how proposed new developments will impact the existing drainage system - they now know exactly what infrastructure they have and how much growth it can tolerate

  9. GIS for Economic Development Questions You Can Answer • What is the spatial pattern of businesses and households within a community? • Where are the best sites for a proposed industrial park? • Which retail sectors are underrepresented within a community?

  10. Analyzing the Costs & Benefits • New housing needs • Existing housing stock • Impact on roads, schools, parks, and communities • Changing demographics • Commuting patterns

  11. Market Your Resources • Industrial sites • Residential land • Tourism and recreation • Mineral resources • Environment • Agriculture • Energy • Commercial • Arts and Culture

What do these things have in common? • Property assessment • Emergency response/e911 • Economic development • Voter registration • Taxation • Critical infrastructure/utility management • Sex offender registry • Environmental remediation • Groundwater protection • Transportation planning • Recreation management • Illegal drug enforcement • Invasive species control

  23. The IndianaMap • They all need a common base map: • Orthophotography • Addresses/geocoding • Roads • Parcel/property info • Boundaries • Land elevation/topography They all need a consistent data infrastructure so data are compatible at all levels of government

  24. One Map for Indiana Seamless Accurate Local Consistent Available Multi-purpose What is the IndianaMap? It’s a common base map that will unify information throughout the state BUILD ONCE, USE MANY TIMES

  25. Parcels & Ownership Streets & Addresses PLSS Water Boundaries Elevation Orthophotography Geodetic Control IndianaMap Framework Data BASE MAP Framework data make up the common “base map” Framework data are those needed by the most people, most often,to support the most applications (defined by Indiana Code 4-23-7.3-3)

  26. IndianaMap Framework Data With a seamless, accurate base map the layers will overlay correctly Without a seamless, accurate base map the layers will not overlay correctly

  27. Parcels & Ownership Streets & Addresses PLSS Water Boundaries Elevation Orthophotography Geodetic Control IndianaMap Principle Build Once, Use Many Times Your Data / Other Thematic Data Framework Data Zoning Wetlands Water Lines Landcover Soil Types

  28. IndianaMap is already being used for:

  29. Return on Investment • Saves local tax payers money $$ • Saves State agencies time and money $$ • Increases value of other local and State data by establishing a consistent framework (standardized data fit together) • Empowers government and citizens – new applications • Makes Indiana more competitive • Brings new business opportunities to the state Efficient and Powerful…

  30. IndianaMap Is a Portfolio of Projects Framework Data Planning, Requirements, Acquisition & Management Program Portal for Discovery, Access, Dissemination, & Analysis Education, Outreach & Training

  31. Status • The 2005 Orthophotography and Elevation data were the first completed IndianaMap framework layers • Planning and activitiy is underway for addresses and waters • Proposal underway for on-going maintenance $ • Currently, NO FUNDING is in place for future • Help by contacting your local elected officials and representatives to let them know how you use GIS and that the IndianaMap is important for what you do!
