WHAT is a MCR? • A formal request for changes to the Activity Manning Document (AMD): • Add a billet • Change a billet • Correct NOBC, NEC, AQD etc. • Correct/Change a billet title • Move a billet from one UIC to another • Add or Delete Headers • Update Standard Organization Codes • Revise Billet Sequence Codes • Update Commercial Activity Codes • Etc
WHY DO YOU SUBMIT A MCR? • Changes to Mission, Functions and Tasks (MFTs) • Changes directed by higher authority as part of the Planning, Programming, and Budgeting System (PPBS) Process: • Program Objective Memorandum (POM) • Program Review (PR) • Program Budget Decision (PBD) • Program Decision Memorandum (PDM) • Quadrennial Defense Review (QDR) • Medical Readiness Review (MRR) • Congressional decisions • National Defense Authorization Act (NDAA) • General maintenance of your AMD
WHEN SHOULD YOU SUBMIT A MCR? • At a minimum you must submit a MCR as follows: • Comprehensive submission as part of the Business Planning process • Quarterly updates to reflect any changes organizational alignments, additions or deletion of civilian or contractor billets, etc…. (negative response is required) • 1st Quarter 15th January • 2nd Quarter 15th April • 3rd Quarter 15th July • 4th Quarter 15th October • Whenever changes to your organization impact your AMD
WHO CAN SUBMIT A MCR? • Activity • Region • Navy Medicine Manpower Analysis Team (NM MAT) • BUMED • NAVMAC
WHAT SHOULD A MCR CONTAIN? • Detailed Letter of Justification • Region Endorsement • Shore Manpower Requirements Determination (SMRD) Study (if applicable) • Billet Change Request (BCR) (if applicable) • TMMCA Packet or • AMPPS Manpower Change Request Worksheet
DATA INTEGRITY • Manpower data is the foundation of Total Force Management. As such we must ensure the quality of this data. • BUMED expects field activities to pay particular attention to the following data elements: • Billet Titles: • Must conforms to BUMED standard guidance (officer, enlisted, civilian and contract) • Must be consistent with the billet NOBCs, Subspecs, NECs, AQDs, Pay Plans, Occ Series • Contract billets must reflect a civilian equalivent billet title and occupation code • Standard Organization Codes • Headers • BIllet • CA Function Codes • Function Codes must accurately identify function being performed • Contractor and Civilian requirements • AMDs must be updated to reflect the correct number and quality of civilian and contract requirements.
DATA INTEGRITY • BUMED analysts review and validate all MCRs for technical accuracy • Changes to the following data elements may only be made at the BUMED level: • Program Element Code (PE) • Sub Account Group (SAG) • CA Reason • Strategic Sourcing Codes • FAC Codes Data Quality is everyone's responsibility
Manpower Change Request Command forwards to Region for endorsement Region reviews & forwards Navy Medicine Manpower Analysis Team (NM MAT) reviews all MCRs requesting changes to established requirements & forwards to BUMED • BUMED LOGS REQUEST • M12 Notifies Region of receipt of MCR, coordinates with stake holders, conducts quality review of billet transactions and forwards to NAVMAC (N122) via TFMMS NAVMAC (N122) fwd’s to N12 for end-strength moves (if applicable) before final approval Regions notified upon NAVMAC approval, change appears on AMD
