What is Responsiveness? “Responsiveness is defined as the outcome that is achieved whenhealth systems' institutions and institutional relationships are designed in such a way that they take account of and respond appropriately to the universally legitimate expectations of individuals.” WHO, 2001

WHO Eight Domains of Responsiveness Domain Dignity Autonomy Confidentiality Communication Prompt attention Access to social support Quality of basic amenities Choice of Provider Description Respectful treatment Involvement in decision making Confidentiality of personal information Listening, enough time for questions, clear explanations Convenient travel and short waiting times In hospital: visits, having special foods, religious practice Cleanliness, space, air Seeing a provider you were happy with

Why Nursing & Midwifery Council? • To ensure that the public has access to safe competent nurses & midwives • To improve quality of services through ensuring better educated nurses who practice to internationally recognised standards • To ensure nurses and midwives embrace caring, trust, and ethical culture and conduct • To strengthen the identity and positioning of nursing & midwifery Ultimate purpose of nursing & midwifery regulation is public protection

  10. UAE NMC: The Journey 2008 2002-2007 1999 1998 1996 • Committee created to develop legislation for the regulation of nursing (DOHMS, MOH & Defense Medical Services) • Workshop was convened to address regulatory issues in cooperation with the WHO & ICN 1993

  11. UAE NMC: The Journey 2008 2002-2007 1999 1998 • Committee expanded to include other stakeholders and to develop Nursing Practice Act • Nursing Practice Act drafted 1996 1993

UAE NMC: The Journey 2009 2008 March • Issuance of Ministerial Decree November • Convene workshop • Modify & finalize council model with input from workshop • Draft the Decree • Legal Review October • Research Council Models & draft for taskforce • Convene taskforce • Agree on council model, approach, next steps August - September • Discussions regarding patronage of nursing & midwifery • Discussions with MOH & other stakeholders • Initiate talks with OMNC & JNC • Appointment of taskforce members and workshop participants
